A welfare state can be addressed as a form of governance in which the state protects and promotes the well-being of its citizens socially and financially as its chief responsibility. Such a state prioritizes its citizens as its foremost significance. It would never discriminate among its citizens on the basis of language, religion, region, social status, or financial status. In historic times, a state was always confined to the interests of a ruler. However, over a period of time and social developments of man, there emerged many that brought about many changes.
